| Summary, etc. | Muss beim Geld die Freundschaft aufhören? Ist es gerecht, wenn Bayern und Hessen den finanziellen Solidarausgleich zwischen den Bundesländern aufkündigen wollen? Das Grundgesetz benennt das Leitmotiv gleichwertiger Lebensverhältnisse als implizites Staatsziel. Eine politische Auseinandersetzung und eine Konkretisierung dieses Leitmotives erfolgt aber nur sehr eingeschränkt. Die Raumordnungsplanung in der Bundesrepublik Deutschland entwirft Vorstellungen, wie gleichwertige Lebensverhältnisse realisiert werden können. Doch scheint es an einer Verständigung der Bundesländer zu fehlen. Mit Hilfe der Gerechtigkeitstheorie John Rawls und sozialethischer Sozialprinzipien werden Antworten auf die Verteilungsfrage von öffentlichen Finanzen im Föderalismus vor dem Hintergrund der Zielperspektive gleichwertiger Lebensverhältnisse gesucht. |
