| Summary, etc. | Dialektik prägt das Verhältnis von Staat und Wissenschaft. Auch wenn es nicht 'den' Staat und 'die' Wissenschaft gibt, so sind Staat bzw. Politik und Wissen-schaft doch antagonistische Sys-teme. Denn es ist Aufgabe des Staates, der Wissenschaft Grenzen zu ziehen und die Versuche, sie zu instrumentalisieren, gehören zu den Funktionsbedingungen der Politik. Auch für eine umgekehrte Instrumentalisierung lassen sich Ansätze finden. Auf der anderen Seite sind Staat und Wissenschaft auf eine enge Symbiose angewiesen. Ohne staatliche Förderung kann moderne Wissen-schaft nicht funktionieren, ebenso verliert der Staat an Legitimität, wenn seine Entschei-dungen vor dem Urteil der Wis-senschaft nicht bestehen können. Von Zeit zu Zeit, insbesondere nach epochalen Zäsuren, bedarf es einer Bestandsaufnahme und Neuvermessung des Verhältnisses von Staat und Wissenschaft. Eine solche bietet sich knapp 20 Jahre nach der Zeitenwende des Jahres 1989/90 an. Nimmt man sie vor, so ergibt sich Korrekturbedarf – vor allem im Hochschulrecht, aber auch bei der wissenschaftlichen Selbstregulierung. |
