Warum stoppten alle westeuropäischen Industriestaaten Anfang der 1970er Jahre ihre Anwerbung und schlossen die Grenzen für unerwünschte Arbeitsmigranten? Das Buch begibt sich auf die Suche nach der Entstehungsgeschichte der Anwerbestopps und zeichnet die Diskussionen der Beamten nach, die sich auf unterschiedlichen Ebenen von der Stadtverwaltung bis zur Europäischen Gemeinschaft mit dem »Problem der ausländischen Arbeitnehmer« beschäftigten. Dabei erklärt es am Beispiel Deutschlands, Frankreichs und der Schweiz, wie die nationalen Entscheidungen durch transnationale Diskurse geprägt wurden, sich gegenseitig beeinflussten und schließlich zu einer Europäisierung der Migrationspolitik führten. |
